  4. government Antigua and Barbuda constitute an
  5. independent sovereign nation within the
  6. Commonwealth, with the British monarch as
  7. head of state. The constitution came into
  8. effect with independence 1981. The
  9. governor-general, representing the British
  10. monarch, is appointed on the advice of the
  11. Antiguan prime minister, who is chosen by the
  12. governor-general as the person most likely to
  13. have the support of the legislature. The
  14. parliament is similar to Britain’s, with a
  15. prime minister and cabinet answerable to it.
  16. It consists of a senate and a house of
  17. representatives, each having 17 members.
  18. Senators are appointed for a five-year term
  19. by the governor general, 11 of them on the
  20. advice of the prime minister, four on the
  21. advice of the leader of the opposition, one
  22. at the governor-general's own discretion, and
  23. one on the advice of the Barbuda Council, the
  24. main instrument for local government.
  25. Members of the house of representatives are
  26. elected by universal suffrage for a similar
  27. term.
